A Fort Walton Beach massage business is under investigation after a health inspector allegedly discovered sexual activity during a routine compliance check last Wednesday.
- Xuemei Zhao was arrested Jan. 14 at New Magnolia Spa, 8 Racetrack Road NW, after a Department of Health officer entered the establishment around 10:15 a.m. and observed what he believed to be apparent sexual activity in one of the rooms, according to the Fort Walton Beach Police Department.
The health officer notified Fort Walton Beach police, who assisted with the inspection. Officers reported observing a white male lying on his back, nude and uncovered, while Zhao was also nude, police said. The male provided a statement that he was allegedly offered unprotected sex for cash, according to the report.
Zhao was arrested for violation of Florida Statute 456.065(2)(d)1, unlicensed massage work, and was held on an Immigration and Customs Enforcement detainer. A second woman at the scene was also held on an ICE detainer.
The arrest came one day after another incident involving a massage business in Fort Walton Beach. On Jan. 13, Fang Wang was arrested and charged with battery on a specified official at Palms of Emerald Coast Massage Parlor, 139 Beal Parkway SE, Suite 102.
- According to police, a Department of Health inspector was conducting a routine inspection around 12:28 p.m. when Wang allegedly became upset and started yelling at the inspector before attempting to force the inspector out of the business. When officers attempted to detain Wang, she allegedly began defecating toward them to evade arrest, police said.
The investigation at Palms of Emerald Coast represented a follow-up to a previous search warrant served at the same location when it operated under different names: Blue Bay Massage & Spa, New Magnolia Spa and Classy Spa. Wang was present during each of those investigations, according to police.
The Fort Walton Beach Police Department Special Investigations Unit is investigating both cases. The department thanked the Department of Health for its assistance with the investigations.
